Greenhouse Gas Inventory and Reference Case Projections 1990–2025 The Center for Climate Strategies (CCS) prepared a preliminary assessment of Iowa's greenhouse gas (GHG) emissions and anthropogenic sinks (carbon storage) from 1990 to 2025 for the Iowa Department of Natural Resources (Iowa DNR). The inventory and reference case projection (forecast) estimates served as a starting point to assist the State, as well as the Iowa Climate Change Advisory Council (ICCAC) and Technical Work Groups (TWGs), with an initial comprehensive understanding of Iowa's current and possible future GHG emissions. This information informed the identification and analysis of policy options for mitigating GHG emissions. This preliminary draft report (April 2008) was reviewed by the ICCAC and TWGs and revised to address comments approved by the ICCAC as the process and analysis moved forward.
